Methodology, Independence and Corrections Policy

Short answer. Insights is published under the responsibility of Gökçen Özkan, Master Mariner and Flag State Surveyor. Every legal claim rests on a primary source (Official Gazette, mevzuat.gov.tr, EUR-Lex, legislation.gov.uk, UNCITRAL, the UN Treaty Collection, official announcements) or is marked as secondary. Trackers are re-verified every month. Mistakes are corrected with a dated note; old entries are not deleted. Maresign is an authorised solution partner and reseller of ArkSigner; that relationship is disclosed below.

Who writes

Gökçen Özkan — Master Mariner with 20 years at sea, Flag State Surveyor and founder of Maresign. We are not lawyers; Insights is general information, not legal advice. Expert opinions we prepare in disputes are party-appointed opinions under Turkish Code of Civil Procedure Art. 293.

Source hierarchy

• ● Primary: statutes and regulations, official gazettes, an international body's own publications, a regulator's official announcement.

• ○ Secondary: press, industry publications, law-firm notes, academic work. Anything resting on a secondary source carries this mark and counts as "awaiting confirmation" until a primary source is found.

• Where primary and secondary sources conflict, the primary source prevails and we note the conflict.

Verification cycle

The Türkiye eBL Legal Status Tracker and the Digital Identity & Mobile Signature Tracker are re-verified from scratch on the 1st of every month, and updated immediately when something significant happens. Each tracker shows its last-verified date. Changes are listed monthly on What changed.

Corrections

If you spot an error, write to digital@maresign.com. We correct verified errors and add a dated correction note. Tracker entries are never deleted; they are struck through or marked "changed".

Independence and conflicts of interest

• Maresign is an authorised solution partner and reseller of ArkSigner, a BTK-authorised certificate service provider. We earn revenue from selling qualified e-signatures and related products.

• Insights articles are not product promotion; they explain the legal position. Where an article's subject relates directly to a product we sell, we say so in the article.

• Our eBL platform comparisons recommend no platform. If we enter a commercial relationship with an eBL platform, we will disclose it here and in the relevant articles.

Use of AI

We use AI tools for research and drafting. Every legal claim is checked by a person against the primary source; publication responsibility rests with Gökçen Özkan.
